Hi. Some minutes ago I bought an upgrade with technology building, then I used 25 token to instantly build it. But it's still lvl1. I lost 25 token and I haven't the upgrade... I hope devs can check everything and refund my tokens. Let me know if you need more details.
Was this your first or second upgrade of the Technology building? Because for the first this would be the normal behavior, you build it from nothing to level 1.

Hi DeX, facilities that haven't been constructed (not upgraded!) are: Simulator, Technology, Youth Academy.
These facilities don't exist at all because they have to be built first. This is why you may be confused.
Even in the image that is displayed at the top of the HQ page showing all your buildings, these 3 facilities are missing on an account that hasn't developed them:
However, once all 3 facilities are built, the HQ starts to look something like this:
It's level 16. Every level added to a facility adds something new to the structure of the building. I don't know what the level 20 facilities look like...too lazy to log into somebody's account to check :P
My problem is I can not build 2 buildings because of my level. (youth academy, simulator)
I am at level 8, and to those buildings I need to reach 3 and 7 level.

I can build the others, but these two are unattainable.
You will be able to access them only once they are constructed. You can only build or upgrade one facility at a time, and they will be unavailable until the current facility is completed.
