In our league (The MJL) we have had this bug for the last three seasons. A couple of days ago I provided links to two of the affected teams (the examples that Jack asked for) but got no response.
The bug doesn't affect me because I haven't been promoted or relegated since the new game was launched. I'm reporting this on behalf of the managers who are suffering (probably unknowingly) with relegated teams dominating the lower tiers.
Promoted teams are beginning the season with design from the lower tier which causes them to struggle early in the season. There is a simple workaround for this... During the season break if a promoted team leaves and immediately re-joins the league they will get a more competitive car design aligned with the higher tier they've been promoted to (assuming they have a decent CD).
The bigger issue is that relegated teams retain the design from the higher tier. I.e. Pro teams begin the season with Elite design and Rookie with Pro design. If the relegated managers are actively managing the team, for the first half of the season they are dominant until research allows the other teams to close the gap.
