It's supposed to be as random as your drivers training laps times, with a bit of spread and occasionally a stroke of genius or messed up lap differing a bit more. Also keep in mind that qualifying is run with the starting tyre compound but with perfect, and same for everyone, amount of fuel required for the Qualification lap, so a strategy based on a good qualy is a risk unless you really have some advantage in performance. There's a bit of controversial discussions if that should be changed to running Qualification with starting fuel but that's something for Suggestions.
