Hello.
Due to the fact you are level 20, it would not be advisable getting moved back to Rookie. You would lose a lot of reputation and during races, you would have a lot of ballast.
Furthermore, the league you are currently in does not meet the necessary requirements for manual relegation.

For a league to be applicable for manual promotion/relegation it must be:
•Private for a sustained period of time.
