Handicap from pro to Elite?

Hi all, 
I have been a regular top 3 in my championship in elite tier. Decided to try Pro, so stopped playing for a season to be downgraded. Dominated pro with ballast, and promoted back to elite, and now it seems like everything I have built in more than 35 seasons is gone. I am basically in the last place, and can't make an impact. Is there any handicap the game force to us when upgrading from pro to Elite?

when players relegate its unfair to other players.

when your a level 7 and a manager whos level 17/18 comes down its very unfair, how can you compete, it just means the relegated drivers all get promoted again.
