No the fuel is not a general percentage, for all circuits the cars do the same MPG figure for a constant FE attribute.
Try it, you know the lengths of each circuit, leave your FE at one value for the entire season and after each race calculate the fuel consumption in MPG or Litres/Km. What you will discover is that for a FE attribute of 33 your fuel consumption will be 0.5 Litres/Km with a tolerance of plus or minus 0.01 litres/km regardless of the circuit and the tolerance appears to be related to push level.
So if the fuel consumption bar graph for each circuit is different, it should be, as Wambou says, an indication of fuel usage per lap. And if this is the case then given the fuel consumption is fixed by the FE attribute and not the characteristics of the circuit, the longer circuits should be higher fuel consumption than the shorter ones.
