You can "send" drivers and staff to anyone.  First, the recipient must have desired driver or staff shortlisted.  Easiest way to accomplish this is to send them their link (e.g. https://igpmanager.com/app/d=driver&id=5455257&tab=contract , https://igpmanager.com/app/d=staff&id=3152766&tab=contract). Next, you need to sell the driver or staff, not auction.  Once released, the recipient will receive an alert via mail that the driver or staff has been released.  From there, they can hit their name and be able to buy them.

They will need 3 tokens and, dependent on the driver, up to 10 million. However at your level it is likely to be under 1 million.

All the information mentioned above is correct, but one point that should be noted is the level at which the pilot will be and his current level. The pilot with the lowest level I saw was 6 and you are currently level 5. Therefore, you would not be able to buy unless you raised to level 6. Useful information: his Salary (driver) must come around 346k.
