Trying to understand why the attributes of a CD don’t effect the star rating

People have a CD which is level 16 but has attributes of 19 20 19

Hello
The attributes of the staff are random and irrelevant, they are randomly generated, the talent remains the same over time, the attributes that vary once hired by a team, are the experience that grows every 10 races, is the morale, the latter depends on your headquarters "Offices and Hospitality".
For example, if your headquarters "Offices and Hospitality" will be level 18 the morale of your CD (Chief Design) after the first race in your team, the morale attribute will be 18.
Having said that, the attributes of a CD do not influence the classification of stars, as written above are totally random.
