Hi,
Your headquarters no longer generates parts because it has already reached the maximum "Manufacturing" limit and that is why it produces zero parts.
It is not possible to go further, if you pay attention you will notice that your storage parts have turned red.
Does it just produce car parts or does it also create engine parts?
