How T20 driver fr level 2 mgr?

Hello Guys,

There is a manager in our league who is at level 12 and completed 57 races in total. He have a Talent 20 driver who is at level 16 now, how can it be possible? Still shocked as game allows us with limited training.

Moreover same driver participated in 52 races out of his 57 races, that means he got the driver just after completing 5 races, might be he was at level 2/3.

Driver stats show no previous team history (he got from his own academy)  

When asked he told us that he got him from special offer.

Can this be possible?

But yet, you have so many of your talent 20 junior drivers spread out over your league.

M Bose. Motike Racing.
S Kashif. SKA Racing (pro).

Not to mention your own personal junior teams in pro, and you have the gall to complain.

I'm not complaining, I just want to know is that possible? 

About my talent 20 driver distribution, we are running contest in Pro group whoever finishes season on top 4 wins talent 20 driver. 
I have 2 teams in Pro just to fill the numbers, so deserved managers can make a way to Elite. We have very less number in Pro.
