Max talent that appears on TL

Hey guys,

From the drivers being sold on the transfer list, is the max talent of driver that can appear in the pool capped at my manager level? or could i stumble across a level 20 talent even though im level 7?

You can find any talents, even tho high talents at low levels are not very common in the market. Level is the only cap in the market.

Someone managed to get a level 20 talent and pretty much destroyed the field of us level 5-7’s 
So I was curious 

They may have paid the $4:99 to buy a level 20 driver. Once you get to level 5, that is a bonus they offer you.
