Ballast in Pro

Hello, good morning.  The LOE is one of the most active leagues of Spain.  Like so, we have many champions that have joined us from other leagues.  The problem is that many of them who are level 20 in PRO, it makes it very hard for them to get good results because of the huge ballast, and because of this, it ONLY benefits the inferior levels that actually manage to enter ELITE and in ELITE they dedicate themselves to save points for half the season so that way they can stay in that upper class.  My question is: would it be possible to remove this ballast in pro and control this inordinate tactic of saving points? 

I hope you can solve this 2 problems because it really affects a lot our quality of the competence because lots of people that are actually good are being very badly affected.

I know our league and I'm sure that there are some manager that has more level and capacities to do a fantastic job in ELITE that others managers that stay in ELITE. It is simpler, in our league, in PRO the majority of the managers are online in the race and has a high level and the problem is that the manager lvl 20 or 19 qualify very bad and they dont have chances to maintain a regularity to compete if they have a good result is because the rest of the managers( lvl13-17) have played bad. 
In leagues that there aren't high level in PRO or the managers are inactive of cousrse is simpler to reach ELITE. But in the LOE the only chance to reach ELITE for this guys that has lvl 19 or 20 is crear a new account, throw away their wasted time and waste 2 or 3 months to level up the new account and without or with a small ballast reach ELITE. 
In my opinion this solution is to incite the players to uninstall the game.
My suggestion is if the developers could introduce that each league would have an option to enable or disable the ballast.
PS: I invite anyone with account level 20 to come in pro and rise to elite
