Question. Is it normal that Monaco during practice would give me 8% tyre wear on SS and race time come, it was actually about 6% on average while almost always on max push level since the temperature was pretty cold tonight? Am i missing something here? Same goes for S. It would have meant a totally different strategy. I could have easily used SS for another 4 laps and S for another 8-9.
I cant provide screenshot from practice but could do for the race results.

Probably the consumption you had was just over 7% but it was rounded to 8%.

Practice lap tyre wear is only an approximation, like Gaetano says if the wear was displayed to one decimal place it would be better as it makes a significant difference over the course of a stint.

However, I think your particular issue is that you're comparing the single lap value displayed in practice with the average value over the stint and these are different figures. 

Tyre wear per lap acts on the remaining tyre life. So for lap 1, by the end of the lap you will have lost 8% of the 100% you had at the start of the lap which of course is 8%. Later in the stint your tyres may have worn so they only have 50% life remaining at the beginning of the lap. On this lap the wear will be 8% of 50 which is only 4% of tyre life.
