Has the game been changed so that Acc, Brk, Hnd and DF are no longer an absolute must and do you need attributes such as cooling. It would be nice to know how things like cooling etc affect the competitiveness of the car.

Acc->Bra+Han->FE+Down->TE->Cooling+Reliability
Of course it's a matter of opinion but this seems to be the agreed priority list. However, your Car works best when Balanced, 150/50/50/30/30 Big 5 won't be as good as 80/70/70/45/45 despite having the same total DP

Like you say, it's a matter of opinion. Personally I don't think your advice is the development "silver bullet" but if it works for you great, I follow a slightly different approach.

If the season consisted of 22 GP of Turkey, I would prefer the second option.

Developers still need to increase Engine, Car & Driver health impacts in the races and add Car Weight to make the list below work. But we might be lucky and they will be in the new version. LOL 

Acceleration - Drag & Weight Reduction 
Braking - Car Stopping Performance (Something Williams F1 never has)
Cooling - Less Engine Damage
Downforce - Cornering Ability 
Fuel Economy - Lower Fuel Usage
Handling - Weight Redistribution / Car Balance 
Reliability - Less Car Damage
Tyre Economy - Lower Tyre Usage
