Is there some sort of glitch or bug that helps performance ? Yes it's been asked before lots and everyone says it's not possible 
Reason I ask this is 
1. I've constantly looked through the forum for answers even maybe some help as where I'm going wrong I've tried all sorts of changes over the last couple of seasons 

2. how is it possible for someone to constantly dominant every race no matter what strategy people use even on the same fuel load and tyres people seem to lose so much time to the dominant cars where as most others are around the same pace 

3 we have a offline no attendance race once a week and the dominant cars are mid pack how can this so different to when someone's online hence why I'm here asking the question

In my elite league I've been pretty dominant for the last 6 seasons. Apart from 2 seasons ago when I missed 7 in a 15 race season... won over half the races and been at least on the podium pretty much every race I attend live. 
I can definitely say that there's no bug or glitch that I'm using to gain advantage, it's down to getting the most out of your design and research strategy during a season, and managing the on track strategy well. I'm convinced drivers had hidden stats that make some better than others as well, or more suited to certain tracks and conditions

Maybe the game has involved and there's something I don't get but there's not much else I can change no matter what research it seems to makes no difference I'm active every race (apart from our offline race)

Try using it more without making tyres cook. And i mean changing it a few times per lap (yes that many). Try pushing hard in corners, less in straights while keeping in optimal temp range. This is not easy to do, hard to master but you will be faster.

I do the same. Some tracks and temperatures don't allow it too much without cooking tyres, but generally I'm making between 4 and 10 changes per lap, in a 2 car team. No time for chat ??

Haha, tryijf to chat on mobile and change the push lvl 5 times  a lap is nearly impossible ??

Food for thought I'll give it a try tomorrow night (off line race tonight)  can't see it make much of a difference tho might be wrong

It can make quite a difference. The basic rule is more car speed equals more tyre heat, multiplied by PL, but that's just the start of this rabbit hole. The gains are somewhat track dependant. Also I have problems making a good difference with the new tracks but also somewhat in Hungary, but at least with the latter I'm probably doing something wrong, not so sure with the new ones as there are manager struggling that are way better and more experienced than me so maybe those are just built with less differences in the PL/heat efficiency between track sectors.
