People joining @14 but not @15

Right, so the other day i saw a thread about needing to have 14 teams (in a 2 car league) for your league to show properly on the league search. I have then since  had a manager join which put my rookie up to 14. I had had none join for ages and then all of a sudden one joins to make 14 and then they all come flooding in. In the next few days as i was gettjng new ones i was removing the unactive ones just as quick so i always had 14. I have since they cleared all of the inactive and up to 15 but now no one else has joined despite still being 14+ and people whwre when it was 14 teams....i was wondering why this happening?? I really need a 16th team so that once the new season starts i still have 14 in rookie..

Be careful on reading that thread, because it can be outdated.

Basically what I try to do is keeping the Rookie tier with 14 teams.

Ok thanks. Imo it seems a bit silly that you should always be trying to have your league with 14 managers not 15 or 16...

Actually I'd keep 16 people in all the three tiers, but you know how the Rookie tier works. There are many people that only install the app and play for 10 minutes.
