You can continue to develop your Technology HQ up to the same as your manager level, which in your case is 11.
The Technology Centre is a unique HQ, upgrading the building doesn't upgrade the two technologies that it allows you to develop. So, for example, it's possible to upgrade the building to L11 but not bother to upgrade the Boost or DRS so they will be a lower level than the building.
So what the message is telling you is that your Tech Centre is L2 and therefore the "limit" for Boost and DRS is also 2.
I seem to be rambling, I hope this makes sense...
1. Is the level of the building.
2. Is the maximum level to which you can upgrade the Tech (Boost & DRS) which will be the same as the building level.
3. Is the current level of the Tech
4. Are the buttons that allow you upgrade the Tech. In this instance they are greyed out because the Boost & DRS are already at the same level as the building. In order to re-enable the buttons I would need to upgrade the building to L17 but I can't do that until my manager level is 17.
