Distribution of teams

Who will explain to me what principle the teams are distributed after the end of the season in the standings(I mean the end/start of the season, when all teams have 0 points each)?  Because I didn't understand exactly what I was playing for. 

1.) Points
2. ) Best finish

Then why is the current champion in my league in 14th place? 

Ah, you are talking about standings of new season, where every team has zero points.
Tbh, I have no clue.

Neither do i. It determines pit box order i think but how its determined, no clue whatsoever

It's a bug I've noticed. The standings for the new season are normally in order of finish last season, but sometimes the top 1 or 2 are put at or near the back.

If it's a bug, why haven't it been fixed yet? 

The list of known bugs is endless, we have bugman to thank for that

Positions from last season
Someone from the top 2 in elite and even someone lower than that sometimes
People promoted from pro
New joiners after the last race
