Hello!
I wonder if the salary of a pilot depends on the level of development of one of these buildings?
Because it so happened that I expelled two 20-talented pilots from my academy at the time his salary was around 370k at that time. He is 17 years old and has not started a race yet. I handed it over to a player at level 18, and when he took it over, both pilots paid 1.2M.
  We don't understand why.
At other times we helped a fellow player at a lower level, but his salary did not go up, above max 400k.

Is it possible that due to the low level of one of the buildings (staff atmosphere, junior prop program) their salary jumped like this?

The salary of a pilot is mostly determined by his level at the point of hiring. Also there is a slight rebate on salary for drivers drawn from the own Youth Academy. So if you sell a YA driver right after promoting to the team the buyer team will have to pay a little more, but if that driver is trained first the new team will have to pay a fortune.

yes and no, it can have a low wage if you get a driver from your youth academy in your HQ they will have a low wage buut will be untrained. however if you get one from the market it is most likely to be trained and have multiple owners so it will have a highh wage

you just need to remember:
1.the salary of the pilot from the academy is always 317k
2.the extension of the contract leads to a rise in the cost of wages by 10%
3.when buying, the salary is recalculated depending on the training

this implies:
1. A pilot from the academy who will be fully trained will have a low salary, only the extension has an effect
2.The same pilot after being fired and hired to another team, if he is maximally trained, will have a salary of about 1.2M
3.if the pilot is sold after hiring, but has not trained, may have a salary of 280k-400 +
