Staff transfer list bug

Its happening again, the same problem like in this thread

Now I see only 11 staff in tranferlist. Can you fix it again?
P.S. The driver list is ok.

I think u just have bad luck.

For now seems to be ok. But I have this problem few times per day, almoust every day. For last 2 mounths. 
It can be bad luck if there are 25 names with low stars, but not when there are only 8-15 names on list. There must be some bug. Please investigate.
