What did you try to do?
Comparing my stats from last year , same league , same everything i went from 4 stars in my 1st race to 2stars the following year
What happened instead?
Someone said there was bug and leave the league and then join i did . Now im down to 1.5 stars. Its like playing with 100 points not 200

Im significant disadvantaged in my 1st race of the season. All my stats are below 40 except my strong stat and weakest is 19. Its like im still using the 100 point car design not 200

Just to put the record straight, it was me who suggested leaving and re-joining for another league where the PROMOTED teams suffered a design bug as a result of going from Pro last season to Elite this season.
The same will apply to any teams in your league WHO HAVE BEEN PROMOTED. If someone who hasn't gained promotion leaves and re-joins the chances are they're going to be disappointed because they'll most likely end up with a lower design than the one they had.
This isn't a bug, it is the same for everyone after the most recent update.
Before the update the maximum design for Elite was 100 points.
And for each race in the previous season a CD the same level as the Manager/Team would generate:
Strength 3.75dp, Standard 2.5dp, Weakness 1.25dp
So for a 20 race season the start design was 50 (capped) in seven of the design attributes and 25 in the weakness.
All this out of a possible 100 point maximum. You started with 375 out of a possible 800 points, nearly 50% and easy for a L20 team to max the design in the big 4 by about race 7.
After the update the maximum design for Elite is now 200 points.
And the CD has been nerfed so for each race in the previous season a CD the same level as the Manager/Team now generates:
Strength 3dp, Standard 2dp, Weakness 1dp
So for a 20 race season the start design now is 60 in CD strength, 40 in six standard attributes and 20 in the weakness.
All this out of a possible 200 point maximum. You now start with 320 out of a possible 1600 points, a lot lower design.
The changes were introduced to prevent car design from being maxed out and promote some variance in development strategy.
