Why am I still ballasted!?

As for prize money, you could increase your cars' finishing positions, by having a CD with a weakness outside the big 4. It is recommended to have a strength of either Acceleration, Braking, Handling, Downforce and a weakness of Cooling or Reliability.  Also try to make sure that your staff members are 4.5 - 5 stars. This is more difficult at the lower levels as you level up faster, but as you get closer to the higher levels, it will become easier. 

What Connor says about ballast.

You could save about £400k per race by letting your doctor contract expire. The game would automatically assign a low level Doctor with wages approx. £50k per race whereas you're currently paying £430k. Unfortunately I see the contract has 48 races to run which means you must have just renewed. This alone is going to amount to £18.3m in unnecessary cost over the next 48 races.

My advice is go to the market and find the lowest cost doctor possible, hire them, sell your current one and then let the new doctors contract expire (20 races).

If you want to be more competitive Connor is correct about the CD but IMO your bigger problem is that you have Talent 1 and Talent 2 drivers. You need to change these for high talent ones. Unlikely that you'll find really good ones on the market, you can either post a "wanted" thread on the forum or post on your league wall in the hope a benevolent High level Elite manager will offer one from their youth academy.

Finally, make sure you choose the right sponsors. Focus on maximum income per race, don't worry about race bonus because you're not getting it anyway. Remember tokens can be exchanged for game cash and new engines.
