There's no tyre temperature. You're probably talking about the engine?

But no, it doesn't affect. The only way to cool your engine is to upgrade the cooling and balancing the push during the race. 

You only can improve your tyre wear in the conception.

I'm pretty sure he means the tyre temperature in live races. To answer the question I believe not but I may be wrong.

I'm not sure if I'm answering the question correctly, but...

Yes, tyre wear does affect temperature. As the tyres become worn it becomes more difficult to maintain temperature. You need to increase push level to compensate. This is much more noticeable when the tyres are very worn, but most managers rarely take tyres much below 40% so it's not usually that evident.

I've just checked the naming in beginners guide and tips threads pinned to this subforum and as i see they're rather refering to the tyre temperature, while there's nothing about the engine temp. Examples:
8.1 Dry-to-wet cases 
Cross-over 1: When it starts raining, the slick tyres may suffer a drop in their tyre temperatures. You SHOULD plan to make a switch to the INTERMEDIATE, but you can do it in the lap (or the next one) when starts to rain OR you can stretch or finish the stint with the used slicks.
Cross-over 2: (Water on-track 3 ~ 3.2mm), you should check the lap times or the tyre temps. If the INTERMEDIATE start to cool down* (not on ALL circuits) or doing slower lap times, then switch to FULL WET.


"Default push level" is the MOST IMPORTANT option as strategy + push level will affect more than 80% of your performance. Push Level also known as "PL" is how high a driver will push on their tyres to heat them and improve his pace, more push means a faster car for a few laps or sectors but then hot tyres means you'll lose 1s, 2s or even 5s per lap ! So it's better to set this option at "PL1" = "very low" or "PL2" = "low" most of the time not to burn tyres and to keep an optimal performance during all stint long. As for Hard tyres you'll be able to push them more (between PL2 & PL4) depending on the tracks and temperatures.


Edit: ^ I mean one of the 4 track parameters in next race tab (last one), I got non-english app version and it's translated just as a "tyre wear". Question - is this parameter affecting tyre temperature during the race (like in Austria it's about 70% of the bar, while somewhere else it's only 10% of the bar)
