Hello,
There is at least 3 different ways of buying T20 drivers in iGP Manager:

Transfers - The first way to buy a T20 driver would be to enter auctions on the Transfers. You could either spend multiple tokens and possibly enter a "bidding war", however, this has risks of you wasting tokens and not winning the auction. Alternatively, you could use 'buy now' to avoid the bidding battles. The driver will cost 9 tokens and a sum of cash if use 'buy now'.

YDA (Young Driver Academy) - In the Headquarters tab, you have an area where you can produce drivers and then spend 15 tokens to promote them to your team (or 'sack' them for free). If you have a low level YDA, the drivers that are produced will be low talent. The higher the headquarter level gets, the more chance you have of producing T20 drivers. A benefit of using the YDA is the drivers that come out of here have lower initial salaries than those bought through Transfers.
Note: Once you promote a driver from the Young Driver Academy, it is likely you will have to spend some time training them before they will be up to speed in races. 

Asking another manager if they will sell you a driver - If you have ask nicely, other manager on the game may be willing to give you one of their drivers. You can then shortlist this driver and buy them for 3 tokens and a small sum of cash. However, the major con with this method is that not all managers will be willing to give you a driver as they will have had to pay money and tokens to get them in the first place. However, if you find a willing manager, this method is good because it can save you tokens, and unlike the drivers that come out of the YDA, the drivers bought from another team are likely to have high experience. 
NOTE: You have to make sure that the driver level of the driver you wish to buy is less than or equal to your manager level. For example, a level 15 manager cannot buy a level 16+ driver etc.

Also one other way is when you level up, you get offers (but might be user specific) so far at level 5 and 10 I've been offered a Lvl 20 driver. Saves time, but similar to YDA they have low experience.

One of the leagues used to offer a Lvl 20 for winning a season, am sure there are still some out there doing it?

Or just look at the driver you have that I provided and use that Talent 20 driver until another shows up. ✅

There is a more time consuming way to find a decent driver if you know where to look ?
