Exploiting Car Development

Can some explain the rationale for hopping leagues at the beginning of the season (eg, manager wins 21/22 races; then leaves, joins another locked league, then rejoins league he/she dominated within a matter of minutes)  - I suspect it's to exploit some car development loophole based on how dominant the victories were (gap to P2) race/race and the persistent gap seems unexplainable by mgr level/strategy?

I'm all for competition but exploiting for individual advantage takes the fun out of the game. If it is a loophole please inform us so we can all take advantage to level the playing field or close it. 

They supposedly fixed this loophole in the last changelog. Perhaps he managed to do it before the fix?

A whole bunch of guys did this on my 2nd account league, some people multiple times. Each to their own I guess, I'm not going to have a go at anyone who does it, but you'd hope the loophole could be closed.
On the plus side, even if people do it, you gain more on research early on
