You cant, staff will have higher stats when you hire higher lvl staff

Hi Ivan

Staff talent, like driver talent, cannot be improved, experience increases by 0.05 in (QR) Quick Races and 0.1 in championship races for every 10 races completed, while morale is improved by developing the "Offices and Hospitality" facility.
The more the "Offices and Hospitality" facility is developed, the higher the morale level of your staff will be.
