If a tier is less than half full, then promotion and relegation from that tier is disabled

There was 8/16 teams first two tiers and elite tier was full, but promotes and relegations was still disabled?!?

Hey Janne, may I ask if promotion and relegation was turned on by the league host at this point? I see that the arrows are green now, so promotion can occur in rookie. Also pro has just 7 managers currently, and if it was like this at the end of last season, then that promotion would not occur, as Cam stated.

Yes, it was on. I looked last season points and saw that, there was only 7 teams at the end of seasons in rookieserie and that was the reason, why rookieserie first and second did'nt get promote. But why host can't move teams up or down? We have full elite league, but others aren't..there is 8 in rookie and 7 in pro now. If last seasons 13th-16th teams relegate to pro, last two of pro relegate to rookie and 1st-2nd promote rookie to pro, then we have more even series?? I hope you understand my english....here in Finland we call this rallyenglish?

It would be classed as unfair if the host could choose who gets promoted or not, and that system could be abused to get most of accounts into elite. The way the game is programmed, makes sure the top 14 will stay in elite, and therefore more can’t be demoted.
One tip to make sure rookies get promoted: place enough bot accounts in the league before the last race, this means that the numbers will increase allowing the promotion to go ahead. Hope this helps!
