Cheating? Bugs? I Need help

Hey guys I'm in a league with THE best car AND best driver, and the team just behind me has a car slow enough that I can lap him maybe once or twice by the end of the race, now a guy created an account and joined the league and managed to lap me TWICE with the slowest car and driver? HOW? He has a car with 2-3 points in everything and since it's a new account he gets around 1 design point, I have the best car by miles and yet he somehow beats me ? Bug, cheating? This is so weird...
And just to add I haven't been in the game for a long time but enough to get a lot more design points than anyone else on the league so obviously I expect my team to be at least a bit faster than the others. He was LvL1 and I'm LvL 15...

My only guess is that you didn't bother repairing the car or setting up for the race

you didnt do setup, no practice laps, he did do practice laps and setup, just opening the next race page and altering your setup makes you much faster, yesterday you was the only car that did setup so you won.
