Same question as Gian. However, while I wasn't playing back then, I think driver atrophy, aka loosing skills over time, from a certain age on was a feature of the pre-2016 version of iGP manager and thus it sounds like a patch note from back then.

Edit: Found a post from Jack dated 20th September 2016. It was reserve drivers having skill atrophy and disabled back then.
