Weird Ran Out of Fuel Glitch?

At least three times now, I and others in my league have noticed that if a driver ahead of you runs out of fuel, sometimes you can be "blocked". Twice I have observed my car slow down to the pace of the car in front who has ran out of fuel, and then get overtaken by cars behind, and it seems to have happened again with another competitor.

Has anyone else noticed this in their leagues?

Are the devs aware of this?

You can see this every quick race where one of the players starts with just one liter of fuel. Yes, it happens and they will block your car.

Well let's hope it gets patched as soon as possible because it's costing people well earned points!

You can lose a lot of time behind cars running out of fuel. A good illustration of how overtaking should be reworked.
