Today I went up to level 7. The employees were of the maximum level (6). 5 stars. Now 4
The points of my league mates have not gone down so much. They have worse employees, they have also risen to level 7 today.
I lost 164 points, others did not reach 40 points lost ..
Other thing that might of happened is the end season code is back to front.
When I got relegated I had an elite car not a pro car. You finished in the promotion zone but didn't have enough players to move to elite and got a worse car.
Yes .. 4.5 stars is possible. Same as my league opponents, even better. The actual level of employees is 6.
I have used other employees of few stars, but I changed them to be able to upload a few days ago. Is this the problem? At the time of the new season, the employees were at level 6.
If you had low star staff in play it would account for the low level starting base, but I still think it be worth while someone checking the end season code.
Team moving up should have highest part 50
Team moving down should have highest part 40
Team staying put like in your case should still have highest part 40 if 5 star staff
Team moving down to Rookie should have highest part 30 half of the Level Cap

Well, one thing first: New season = a whole new car. Last seasons car has no influence on it, just what CD(s) you had active during the last season (and effects because of promotion and/or league changes).
Still, if you had a lvl5 CD at manager level 6 for most of the season those values are clearly not right.
Possible bug: You're set for promotion but it gets canceled due to too few managers in the tier. The system still gives you a promotion car with the values of the next lower tier, Rookie in this case? Might roughly fit, but you said that this other team finished second, which would be a promotion spot as well usually. Why normal stats there then?
The levelling up so fast and so often in one season is just a real killer in everyday racing. Only when you get to level 12 will it start to stabilize. He has used at lest 5-6 CD's in the one season. If you compare it to my messing about with 6 CD's in elite, what he has is not that far off the same.
No, I don't think I did more than 2 levels and that was in a stronger full league. Note he is racing for almost 2 months, that last season in a more than half empty tier, with manager not higher level than he is, was not providing the kind of XP to level quickly.
It's possible that he used much weaker CD(s) during most of the season though. The details on the staff given are not that accurate as you pointed out. Those bad CDs would explain why he had a bad starting car last season, but the reason behind that could have been the promotion as well.
