I see a problem when teams cant promote with the tier is under eight. The admin must can promote or relegate teams for play all in same tier. Now the teams of another tiers will play in same forever.
Totally agree..it would be great if the administrator could choose the category for the teams, or at least decide the number of promotions and retrocessions by category

We are in a private league, and we want to remain like this to play together.
If we enable promotions we can't just race ALL together (currently we are 10 teams, we don't want to race against just 3 or 4 teams in different tiers!)
I don't mind to keep in the lower tier, but we are already in mid season and some of the teams are reaching the 50 points cap. If we keep improving we will reach the cap sooner. If we have to race (in the future) with almost equal cars, there is no point to keep playing...
Is there any chance to manually promote ALL the teams, or to increase de desing points restriction?

I'm a bit torn about giving the league admin such a tool because I'm worried that it'll lead to more misuse and drama. On the other hand there is already kicking a player, so in the end it might be worth a try.
Allowing the league admins to set different numbers for promotion/relegation sounds like a good idea. Used properly it would greatly help setting up and forming a healthy league throughout all the tiers.
@Ron: There were a few occasions when Yunus promoted the teams manually in similar cases. It might be best to open a thread asking about it in the Help&Support forum though.
It's been rare that I come out and say this, but we won't be adding this feature to the game. It's too easy to abuse and players could promote themselves to the Pro and Elite tier, especially when they aren't ready for those tiers yet.
