My suggestion goes for changing the qualifying fuel as it works in real F1 it should be more real and like that the strategy should be more important... The fuel for the first stint should be the same used for qualifying like that less fuel faster car. 
Makes no sense having a car with 32 litres in race faster in qualifying than a car with 20 litres

I don't know how long ago you watched your last F1 race, but qualifying in real F1 is also done on minimum fuel ;)

Agreed, but in real F1 they all start the race with the same fuel load which is enough to take them to the end of the race. With refuelling active in iGP it would make more sense for the cars to qualify using stint 1 fuel load and tyres. This means you could choose a short first stint to get you higher up the grid but the downside is that when you pit at the end of stint 1 and return to the track with a heavy car, others will continue on a light fuel load.

Swings and roundabouts but gives you options. The way it works now there is no point in trying a short stint 1 strategy if you still start half way down the grid with little chance of overtaking.

I agree with Kevin on this one. Either there should be 'no-refueling' option for leagues or this should be a thing.

I also support the suggestion. Kevin is right, currently it's pointless to use an aggressive strategy trying to use less weight to build an early lead because the risk of qualifying behind a heavier slower car is way too high if you can't use a softer compound (that actually works in the given conditions).

@Ege, the nice thing about options would be that both could be possible. But even without refueling it could make sense to hosts to have fuel amounts in qualifying if they want to give Fuel Economy more impact (also more reward for the risk of setting up less fuel reserve for the race).

My preference would be to have a league option as a set fuel load like F1.

Strategy and true temps would be far more important if fuel load was taken out of the equation. And if that option is selected; bring the pit stop times down commensurately.
