A) Contract every start of season or as a team joins a League and last till the end of the season.
B) 3 levels of Sponsors
1) Basic - those you can get as you join a League or if you missed a race or number of races last season(no setup).
2) 2nd Level - Didn't miss any race on last season.
3) 3rd Level - Finish with 1 point+ or a fastest lap on previous season.

Values can be set according to those we have now and Level requirements can be whatever else.
C) Penalty as you leave or kicked from a league full season bonus of your current sponsors.(optional)

Extra motivation not to miss setup and bonus for fastest laps.

Could be good idea. However, the strong teams will keep getting stronger and the weaker ones weaker with the B-3, don't you think?

Overall a good thought. Very realistic.

This is just to gain access to sponsors, isn't it? 

But I see your point. 
Imo, if iGP wanted anything relatively close to this, they would've thrown bones at us awhile ago. I think they worry too much about cosmetic issues far more than the technicalities of the game. Which is where suggestions like this one are aimed at.
