If you create a league do you immediately join the league you have made?

No, you till have to choose the option to change leagues

Also, another subject completely - what di chief designers do apart from tell you what your least and 
most developed parts are?

Yes, as soon as the league is created people can join

Chief Designers defines the maximum % car you can have and also the higher level gives you increased design %
