We are looking for new drivers for our extremely active league and community. There are slots available in all tiers however we especially need rookie drivers. We race every day except Saturday, and our race time is 02:00 GMT.

One of the issues you may be having is a lack of rookies(which you already said). I think this could be down to the fact when you read your league name, it sounds like you are going to kick active players. 
I recommend changing the name to, '2 car, 4 day inactive players kicked'. This is only an idea that I thought may help.
