cars capability !!!!!

How come my cars capability has zero stars but I am level 13 ? 

Any ideas 

Hi Ryan. When you switch over to another league, your cars are automatically reset to 1 stat AND Design Points given depending how far into the season you joined.

The exception is when you join at the beginning of a championship. Cars there are pretty much equalised at the start.
