Drivers are not levelling up to 20

Hello! 

I would like to know why my drivers, even though they have all the attributes in 20, do not they become level 20?  Does it have to follow some specific development or is it random?

EDIT: I've heard that Jack has run a script once in order to update driver levels, could it be done again ?

As I understand it the script Jack run does exactly what you tell us about. Namely preventing newer drivers to reach lvl 20 and stop at lvl 19. But that doesn't diminish their performance. So no need to worry.
