Staff experience, morale: important or not really?

Hello guys!

I've been trying with different staff members experience, but never seen that it meant more than, i.e., the number of designers.

Am I correct assuming that the levels each staff shows are irrelevant? If so, only the rating level counts?

So it's safe to assume that a lvl 6 staff with 10 experience, morale and charisma is still better tha a lvl 5 one with 20 experience, morale and charisma?
