I guess this means a race setup, but I just tried buying one for the 3 gold and it still cost me the 3 gold - I don't understand how I'm meant to use it

It is automatically applied to your cars, no extra step.
But you have to make the mistake once and asking to discover that...
It should be explicitly said somewhere.
