The way the game is currently set up it doesn't matter when you leave your current league, it has no bearing on your design in the next league you join. All that matters is when you join your new league and if you want maximum design and have any chance of being competitive from the start you must do this during the break between seasons. If you employ multiple CDs make sure that you have the best one active when you join the league.
So strictly speaking none of your poll options is correct because they all specify timing to leave the current league which is irrelevant.

If my league ends today at round about 19:30 and I want to join a league that starts a new season today at 20:00 is this also okay or would it have been better to join the new league within their break yesterday?

You can only race once in any 24 hour period.
Joining the new league BEFORE their first race starts will assure you have the best possible design, if you have multiple CDs just make sure you have the correct one active when you switch leagues. If you join your new league AFTER their first race you will have an awful design and your car(s) will be uncompetitive.
Assuming you have definitely made the decision to move leagues you should leave your current league and join your new league before their first race at 20:00 tonight. DO NOT compete in the France race in your current league at 19:00, if you do you will be excluded from the first race of your new league because of the above 24 hour rule.
