Do driver levels matter? I bought a driver with all 20s stats but he's just level 18. My current driver is level 19 and lacks some mental stats. So which one is better?

no not really. Talent level is what counts and the level of each other stat. the drivers level is just window dressing at the moment.
With your two drivers I keep the cheaper price one although the league you are in most don't seem to care how much the drivers cost ?
