The pit times are mostly random, so there's a chance to stop faster (or slower), by more than a second in extreme cases, but you can't influence it. Fuel amount has, in theory, an influence to pit stop times but it starts to have an effect at amounts that are completely useless due to the huge negative effect of its weight (somewhere above 50 or 60 litres or so).
