2 tyre rule

Recently, one of my pro tier managers has suggested that we implement a 2 tyre rule for the pro tier. However, I don't understand how this could increase competitiveness in the league which was the primary concern this rule would be tackling. I would appreciate any help in implementing an effective way to keep the league competitive and fun for all managers.

We do in Our league:

All managers who finished in top 10 in the Race, they have to use 2 tyres Next Race. All Other can do what they want 

Oh so it is for the top finishers. Okay makes more sense like that. To be honest I am not sure if I could implement it into my pro tier rn with only 8 managers actually racing.

How many in Elite? And online ?

My league currently only has a pro and rookie tier. So no elite with 4 in pro and 10 in rookie in a 2 car league.
All the managers are active in the league.
