Hi Andy,
It's simple. Maybe the level 15 knows how to research and the level 19 doesn't. Furthermore, when you have less level, you have more power research. So, at the end, the points that you receive are more or less the same.
A player level 15 can beat easily to higher levels if he knows how to play.
