Do Super Moderator/ Moderators/ Developers/ Community Manager can simply go into a league and dislike the posts? I hope that every league has their own privacy, only league members are only allowed to like and dislike the post (prohibit any other mods and devs to go inside the league wall to like and dislike the posts, only accept to post warning or announcement if it emergency).

Yes, these people are all able to "like" and "dislike" posts on league walls other than those in which they compete. However, IMO that would be an abuse of privileges and behaviour of this sort would be frowned upon by the Community Manager.
