levels of drivers

I'm level 20, my drivers has got 20 in all capacities, minium weight, max endurance, and they are only level 18, how is it possible ?

Ok I found my answer, but it's strange that a driver with 20 everywhere cannot reach the L20, and it's not good that there is no differences between drivers L16 and L20 sometimes, I play this game since more than 3 years and I'm sad about points like this, some new players comes and they can f*** us with no experimented drivers, wheareas some "old players" with perfect trained drivers cannot perform ...
