If I have more than 10 engines in reserve, will I also get the 10 new engines at scheduled engine restock?

No, engines get topped up to Max 10 in 1 car league and 20 in 2 car league. Any additional engines are lost, so if you have 9 unused engines on restock day you will get 1 extra engine so total is 10 engines.
