Sorry men, I noticed that Silverstone is the only track named GB09 or 19 with the indication of the year.
Racing there should I take a look at what was the weather on that day and time in 2009 or 2019?
Where can I find this information? The ECMWF did not help me.

No, for weather you have to look up the live weather like with any other track.
The numbers on the British tracks specifies the variant. The '09 track is the original track similar to Silverstone as driven in the 2009 Formula 1 season, on which the old fixed calendar was based on (edit: also the year of the first version of igp manager I believe), and the '19 is the updated layout that was added into the game in 2019.

Do not worry, the 09 or 19 is the configuration of the circuit. The weather forecast you should bear in mind is the one is forecasted at the time YOU are going to race.
