Hello guys.
 Are there level 20 staff in the game? Just because I haven't seen a single one yet.

Hello,
Yes, Level 20 staff do exist. 

One of the reasons that you don't see them very often is that once they are on Transfers, a team usually buys them very quickly and are very reluctant to let them go. 

5 star level 19 staff, and level 20 staff have the same impact, so having a level 20 CD may not give you an advantage, over someone with Level 19 staff.
